What do we mean by inertial frame? Please explain.

An inertial frame, as far as IIT-JEE and other exams are concerned, is simply any frame of reference that is moving with zero acceleration. A bus moving with constant velocity is an inertial frame of reference. So is the earth.
When we say "zero acceleration" we mean zero acceleration with respect to other inertial frames. IN our study of Physics, we generally mean "zero acceleration" with respect to the earth's surface.

A frame that is accelerating with respect to the earth's surface is a non-inertial frame in our study of Physics.
